Background: Clinical ethics consultation services have been established in many countries during recent decades. An important task is to discuss concrete clinical cases. However, empirical research observing what is happening during such deliberations is scarce. Objectives: To explore clinical ethics committees’ deliberations and to identify areas for improvement. Design: A pilot study including observations of committees deliberating a paper case, semistructured group interviews, and qualitative analysis of the data. Participants: Nine hospital ethics committees in Norway. Results and interpretations: Key elements (...) of the deliberations included identifying the ethical problems; exploring moral values and principles; clarifying key concepts and relevant legal regulation; exploring medical facts, the patient’s situation, the therapists’ perspective, analogous clinical situations, professional uncertainties, the patient’s and relatives’ perspective, and clinical communication; identifying the involved parties and how to involve them; identifying possible courses of action, and possible conclusion and follow-up. The various elements were closely interwoven. The content and conclusions varied and seemed to be contingent on the committee members’ interpretations, experience and knowledge. Important aspects of a clinical ethics deliberation were sometimes neglected. When the committees used a deliberation procedure and a blackboard, the deliberations tended to become more systematic and transparent. Many of the committees were insecure about how to include the involved parties and how to document the deliberations. Conclusion: Clinical ethics committees may provide an important arena for multidisciplinary discussions of complex clinical ethics challenges. However, this seems to require adequate composition, adoption of transparent deliberation procedures, and targeted training. (shrink)

This chapter explores the opportunities and limitations of the ideal of transparency in responsible innovation, by consulting the virtual case of "The Circle", a company which appears in Dave Eggers' novel The Circle. The Circle is a high-tech company with the main purpose of being responsive to societal needs. They want to eradicate unethical behaviour in society, enhance public health and make a positive impact on the environment. The ultimate goal of The Circle is to reach 100% full transparency in (...) the world, which is impossible without any societal desirability. In first instance, it is free choice of people to accept and embrace the products and services of The Circle, who invest resources in keeping customers happy and in raising awareness about the dangers of privacy. The chapter concludes that The Circle meets the requirements regarding the outcomes of responsible innovation, at least to a certain extent, while at the same time, one feels unease about certain activities they undertake. The paper considers the morality of nuclear energy development as it concerns future people, especially the creation of highly toxic nuclear wastes requiring long?term storage. On the basis of an example with many parallel moral features it is argued that the imposition of such costs and risks on the future is morally unacceptable. The paper goes on to examine in detail possible ways of escaping this conclusion, especially the escape route of denying that moral obligations of the appropriate type apply (...) to future people. The bulk of the paper comprises discussion of this philosophical issue, including many arguments against assigning obligations to the future drawn both from analyses of obligation and from features of the future such as uncertainty and indeterminacy. A further escape through appeal to moral conflict is also considered, and in particular two conflict arguments, the Poverty and Lights?going?out arguments are briefly discussed. Both these escape routes are rejected and it is concluded that if the same standards of behaviour are applied to the future as to the present, nuclear energy development is morally unacceptable. In this article, a new adaptive data-driven strategy for voice activity detection using empirical mode decomposition is proposed. Speech data are decomposed using an a posteriori, adaptive, data-driven EMD in the time domain to yield a set of physically meaningful intrinsic mode functions. Each IMF preserves the nonlinear and nonstationary property of the speech utterance. Among a set of IMFs, the IMF that contains source information dominantly called characteristic IMF can be identified and extracted by designing a zero-frequency filter-assisted peaking (...) resonator. The detected CIMF is used to compute energy using short-term processing. Choosing proper threshold, voiced regions in speech utterances are detected using frame energy. The proposed framework has been studied on both clean speech utterance and noisy speech utterance. The proposed method is used for voice activity detection in the presence of white noise and shows encouraging result in the presence of white noise up to 0 dB. (shrink)

Collaborative research and development (R&D) activities between public universities and industry are of importance for the sustainable development of the innovation ecosystem. However, policymakers especially in developing countries show little knowledge on the issues. In this paper, we analyse the level of university–industry collaboration in Malaysia. We further examine the fundamental conditions that hinder university–industry collaboration despite the government’s initiatives to improve such linkages. We show that the low collaboration is a result of an R&D gap between the entities. While (...) the universities engage in basic and fundamental R&D, the private sectors involved in incremental innovation that requires less R&D investments. The different nature of the industries’ R&D requires closer cooperation between firms namely buyers, suppliers and technical service providers and not the universities. Among others, the lack of an intermediary role, absorptive capacity and collaborative initiative by the industry also contribute to the problem. The study suggests that the collaborative activities can benefit both if deliberate and effective efforts on reducing the R&D mismatch are made between the universities and industry. Likewise, proper institutional arrangements in coordinating these activities are required. This result seems to reflect the nature of many developing countries’ national innovation systems, and therefore, lessons from Malaysia may serve as a good case study. (shrink)

Speaker recognition under mismatched conditions is a challenging task. Speech signal is nonlinear and nonstationary, and therefore, difficult to analyze under realistic conditions. Also, in real conditions, the nature of the noise present in speech data is not known a priori. In such cases, the performance of speaker identification or speaker verification degrades considerably under realistic conditions. Any SR system uses a voice activity detector as the front-end subsystem of the whole system. The performance of most VADs deteriorates at the (...) front end of the SR task or system under degraded conditions or in realistic conditions where noise plays a major role. Recently, speech data analysis and processing using Norden E. Huang’s empirical mode decomposition combined with Hilbert transform, commonly referred to as Hilbert–Huang transform, has become an emerging trend. EMD is an a posteriori, adaptive, data analysis tool used in time domain that is widely accepted by the research community. Recently, speech data analysis and speech data processing for speech recognition and SR tasks using EMD have been increasing. EMD-based VAD has become an important adaptive subsystem of the SR system that mostly mitigates the effect of mismatch between the training and the testing phase. Recently, we have developed a VAD algorithm using a zero-frequency filter-assisted peaking resonator and EMD. In this article, the efficacy of an EMD-based VAD algorithm is studied at the front end of a text-independent language-independent SI task for the speaker’s data collected in three languages at five different places, such as home, street, laboratory, college campus, and restaurant, under realistic conditions using EDIROL-R09 HR, a 24-bit wav/mp3 recorder. The performance of this proposed SI task is compared against the traditional energy-based VAD in terms of percentage identification rate. In both cases, widely accepted Mel frequency cepstral coefficients are computed by employing frame processing from the extracted voiced speech regions using the respective VAD techniques from the realistic speech utterances, and are used as a feature vector for speaker modeling using popular Gaussian mixture models. The experimental results showed that the proposed SI task with the VAD algorithm using ZFFPR and EMD at its front end performs better than the SI task with short-term energy-based VAD when used at its front end, and is somewhat encouraging. The performance of most of the state-of-the-art speaker recognition systems deteriorates under degraded conditions, owing to mismatch between the training and testing sessions. This study focuses on the front end of the speaker verification system to reduce the mismatch between training and testing. An adaptive voice activity detection algorithm using zero-frequency filter assisted peaking resonator was integrated into the front end of the SV system. The performance of this proposed SV system was studied under degraded conditions with 50 selected speakers (...) from the NIST 2003 database. The degraded condition was simulated by adding different types of noises to the original speech utterances. The different types of noises were chosen from the NOISEX-92 database to simulate degraded conditions at signal-to-noise ratio levels from 0 to 20 dB. In this study, widely used 39-dimension Mel frequency cepstral coefficient features were used, and Gaussian mixture model–universal background model was used for speaker modeling. The proposed system’s performance was studied against the energy-based VAD used as the front end of the SV system. The proposed SV system showed some encouraging results when EMD-based VAD was used at its front end. (shrink)

An Adequate theory of meaning and truth is semantically important. Such a theory necessarily includes in its analysis nonentities, items that do not exist. So what is semantically, and hence logically, important is bound to include nonentities. In virtue of the modifier ‘semantically“, the first premiss is analytic, and it is comparatively uncontroversial. By contrast the second premise of the syllogism, which we want to stick to, is decidedly controversial. So too is the thesis – which implies the inadequacy of (...) classical logical theories – that there are a great many natural language statements, statements an adequate theory should be able to treat of, which cannot be analysed logically, and semantically, without the equivalent of an appeal to nonentities. Defence of the thesis has been somewhat piecemeal, taking the form that all the theories so far offered which try to dispense with nonentities break down or run into insuperable difficulties, difficulties which are readily surmounted given appropriate talk about nonentities. In what follows we shall outline more general sorts of argument for the thesis, designed to show that no theory which dispenses with nonentities as objects of discourse can do justice to the data. The paper addresses the use of heterogeneous ensembles of intelligent unmanned vehicles in such a perspective field of innovations as an unmanned fishery. The issues of joint activity of unmanned vehicles of different types in fishing operations based on intelligent technologies are investigated. The “smart fishing” approach based on the joint fishing operation model is proposed. The operational framework that includes missions, roles, and activity scenarios embedded in the discretized spatial model is presented. The scenario activities are considered as the (...) sequences of pentad that determine executing specific functions concerning the specified waypoint, timepoints, and the states of vehicles. The definition of the plan as the scenario prototype that needs adjusting to the conditions of the situational context is proposed. The coordination problem regarding the joint activities of the unmanned vehicles and their scenarios is defined and the coordination framework based on the distributed common board model and coordination primitives is presented. The prototype of the intelligent scenario-based system including the implementation of both operational and coordination frameworks developed for the control of unmanned vehicles is described. This system makes unmanned vehicles capable to absorb all the latest advances in intelligent technologies to perform smart fishing operations jointly in a large heterogeneous group. The proposed approach to smart fishing using intelligent technologies makes it possible to detach fishermen from the fishing activities dangerous to their life and health, to reduce significantly poaching and illegal fishing, to increase the overall efficiency of fishing operations, and even to save the marine ecosystem. In their criticism of Maoism, contemporary Soviet philosophers follow the basic structure of the orthodox presentation of Marxism -- Leninism and use the whole panoply of polemical tools which the Leninist heritage offers them. Thus far, this anti--Maoism is generally maladroit and often self-contradictory.

Because corporate social responsibility can be beneficial to both companies and its stakeholders, interest in factors that support CSR performance has grown in recent years. A thorough integration of CSR in core business processes is particularly important for achieving effective long-term CSR practices. Here, we explored the individual CSR-related competencies that support CSR implementation in a corporate context. First, a systematic literature review was performed in which relevant scientific articles were identified and analyzed. Next, 28 CSR directors and managers were (...) interviewed. The literature review complemented with interview data resulted in the following eight distinct CSR-related competencies: Anticipating CSR challenges; Understanding CSR-relevant systems and subsystems; Understanding CSR-relevant standards; CSR management competencies, including Leading CSR programs, Managing CSR programs, and Identifying and realizing CSR-related business opportunities; Realizing CSR-supportive interpersonal processes; Employing CSR-supportive personal characteristics and attitudes; Personal value-driven competencies, including Ethical normative competencies, Balancing personal ethical values and business objectives, and Realizing self-regulated CSR-related behaviors and active involvement; and Reflecting on personal CSR views and experiences. Based on these results, implications for further research on this topic, as well as implications for practitioners, are discussed. (shrink)

Purpose. The purpose of this paper is the study of gender aspects of management and relationship between management characteristic and style of leadership from gender typing in order to improve management efficiency. Theoretical basis. To understand the influence of gender mechanisms on the organization’s governance system, it turns out that there is a difference in the approach of women and men to management and leadership. The main characteristics of male and female leadership style, features in making management decisions regarding work (...) and career are given. Originality of a paper is the further development in the theory of gender processes with application of interdisciplinary approaches in studying the phenomenon of gender, not from the point of view of the interactions between two large social groups, but as a social resource of an organization where men and women represent labor potential, rational use of which is the key to successful management in the organization. The social potential of Ukrainian women can become a valuable resource in a country, a region, and any social organization. Conclusions. In modern society, the unique experience of women’s rule is ignored, indicating that they have significant and little used management potential. An analysis of gender interactions in management processes revealed the active desire of women for career growth and success in individual image. However, the transformation of the gender sphere in an organization reflects the preference of patriarchal relations, which is an obstacle to the advancement of women in the managerial structure and, accordingly, requires them to make significant efforts to achieve equal management opportunities with men. To ensure the effectiveness of the organization, it is necessary to take into account the gender factor and comply with gender balance in management positions. (shrink)

Living organ donation in the UKThe prospect of new regulation is often met with reluctance and legitimate fears of additional bureaucracy for very little benefit. Changes to the approval procedure for living organ donation in the UK, however, appear to have made a real, and positive, difference to the practice. The Human Tissue Act 2004 abolished the Unrelated Live Transplants Regulatory Authority and handed responsibility for overseeing living donation to the newly established Human Tissue Authority. On paper, the new system (...) appeared to be a significant improvement on the old one. It removed the illogical disparity between related and unrelated donors. Previously only donations from unrelated individuals needed prior approval and evidence of a genetic link was a green light to proceed without further investigation, suggesting, erroneously, that donation within families was always voluntary and free from pressure and coercion. While the reasoning behind this distinction was obvious—coming as it did in the immediate aftermath of the uncovering of an international trade in human organs—the logic behind the distinction was lacking. Although the list of permitted relationships was broad, donation between spouses, long-term partners or friends was subject to the full and frequently drawn-out approval process designed to prevent surreptitious payment.Now all living organ donation needs prior approval but the system has been streamlined to avoid the long delays that became synonymous with the old system. Under the new regime: Applications are reviewed at a local level by a group of “independent assessors” who have been trained and accredited by the HTA.The independent assessor must be satisfied that the person consenting to the donation has been given and understood the necessary information and that there is no evidence of reward or coercion or evidence that the person has been subjected to pressure to consent. …. Wood aims at correcting an undue emphasis upon the negative or critical aspect of Kant’s theological thought. He seeks to achieve this object through two distinct inquiries: into the positive component of Kant’s rational theology, chiefly the account of the ens realissimium [[sic]] as the necessary ideal assumed by reason in its attempt to arrive at a complete determination of the properties of things, presented in the "Ideal of Reason" in the "Dialectic" of the first Critique, ; into the strengths (...) and weaknesses of the criticisms of the ontological and natural proofs of the existence of a supreme being, found chiefly in sections 3-7 of the "Ideal of Reason". The author here is centrally concerned with salvaging the ontological argument from Kant’s famous and still highly regarded attack. These two inquiries correspond to the two main parts of the text. The second part also contains a discussion and criticism of the role which theistic concepts play in the regulative idea of the unity of the laws of nature, as discussed in the "Appendix" to the "Dialectic". One could say that the central aim of Brittan’s study of Kant’s philosophy of mathematics and physics is to place that philosophy within the historical context of modern attempts to "justify," or in other terms, to give "epistemological foundations," to the mathematical sciences. In Brittan’s account, it was Kant’s unique achievement to expose the error of "reductionism" committed by all such attempts, and to give philosophical reflection on the exact sciences another direction which, with some modifications, is still fruitful today. With the help of Kant, Brittan would expose the problems of the scientific thought not only of early modern metaphysicians and empiricists, but of contemporary logicians and philosophical analysts, who perpetuate the reductionist error. R&D collaborations between industry, government, civil society, and research ) have recently gained attention from R&D theorists and practitioners. In aiming to come to grips with their complexity, past models have generally taken a stakeholder-analytical approach based on stakeholder types. Yet stakeholder types are difficult to operationalise. We therefore argue that a processual model is more suited for studying the interaction in QHCs because it eschews matters of titles and identities. We develop such a model in which the QHC is (...) represented as a process of generating four types of value: research value, market value, political value, and societal value. We then apply this processual model in analysing real-life cases of friction in QHCs. Friction is seen, not as an interpersonal clash, but as a discrepancy between two or more value-creation processes that compete for limited resources. (shrink)

This paper is about a support information management system for a wind power producer having an energy storage system and participating in a day-ahead electricity market. Energy storage can play not only a leading role in mitigation of the effect of uncertainty faced by a WP producer, but also allow for conversion of wind energy into electric energy to be stored and then released at favourable hours. This storage provides capability for arbitrage, allowing an increase on profit of a WP (...) producer, but must be supported by a convenient problem formulation. The formulation proposed for the support information management system is based on an approach of stochasticity written as a mixed integer linear programming problem. WP and market prices are considered as stochastic processes represented by a set of scenarios. The charging/discharging of the ESS are considered dependent on scenarios of market prices and on scenarios of WP. The effectiveness of the proposed formulation is tested by comparison of case studies using data from the Iberian Electricity Market. The comparison is in favour of the proposed consideration of stochasticity. (shrink)

Purpose. The research is aimed at clarifying the essence of virtual reality and its productive role in the self-realization of the individual, as well as the importance in the process of self-realization of the individual to expand the dimensions of his identity by including virtual dimensions. To do this, the process of formation of the phenomenon of virtual identity in the environment of virtual reality is revealed and the influence of productive human activity in virtual reality on the nature of (...) virtualization of its identity is turned out. Theoretical basis of the work is understanding virtual reality as a combination of conscious productive imagination as its attribute, on the one hand, and the technological component in the form of a computer and related programs on the other hand. An anthropological prerequisite for virtual reality is the ability of the man’s creative imagination to calculate and choose the best model from many mental design ones, using, among other things, horizontal computer networks, which form a virtual identity. Originality. It was found that a necessary condition for the formation of a virtual identity is the exchange of results of productive and intermediary activities between Internet users, which they carry out in Internet networks with the help of virtual reality itself. Accordingly, philosophical studies of virtual reality are gradually supplemented by research in the field of virtual identity. Competitive production and distribution of human livelihoods through creative project work in virtual reality in interaction and communication with Others in a rapidly changing society requires the expansion of identity, including virtual dimensions. In the modern world self-realization of the individual includes the expansion of identity through its virtualization. Conclusions. A person’s productive activity in computer virtual reality – as an auxiliary tool of his creative imagination –creates his virtualized identity in solidarity and competitive interaction with Others, promotes self-realization of his personality and makes his holistic identity more flexible. Accordingly, philosophical studies of virtual reality over time are supplemented by philosophical anthropology studies of virtual identity. (shrink)

The article looks into the issues, outlined in M. Baker's The Atoms of Language: The Mind's Hidden Rules of Grammar. This work is notable for the parametric theory of the languages, set out in it, according to which languages are different, nevertheless retaining the ability to be compared. That can be further supported by the assertion that the differences among languages are determined by "a smallish number of discreet elements, called parameters."What is more, the diversity of language reveals a certain (...) regularity, very much resembling that of Mendeleev's periodic table of chemical elements. Our research team of professional linguists and philosophers put this claim to a critical analysis, the results of which are featured in this article. One of the major ones among them is the supposition that Baker, in accordance with the traditions of Chomsky generative linguistics, turns temporal continuums into special relations. He did that without discussing the consequences of such move, which made it impossible to develop the psychological and linguistic aspect of the subject raised by him. (shrink)
